<>Telecommunications networks for the support of voice, image and data communications have become an essential infrastructure component for all major enterprises.  Traditional suppliers of telecommunications services have tended to deploy their networks incrementally, and are often "locked-in" to significant investments in the underlying technologies. These existing infrastructures may not meet evolving new customer service requirements, or may only do so at costs which are significantly higher than those required to provide similar services using more modern technology.

Traditional infrastrucure-based suppliers of communications services have developed their services based on predecessor technologies related to the delivery of telephone, cable television, and cellular radio services.  New entrants offering fibre and cellular radio (including broadband cellular radio) services are typically providing regional services and interregional services through alliances with other carriers.
